ශ්‍රී ලංකා ප්‍රජාතාන්ත්‍රික සමාජවාදී ජනරජයේ ආණ්ඩුක්‍රම ව්‍යවස්ථාවට 1988 වසරේදී සිදුකරන ලද 13 වන සංශෝධනය මගින් පළාත් සභා ක්‍රමය හඳුන්වාදෙන ලද අතර, මහනුවර, මාතලේ සහ නුවරඑළිය යන පරිපාලන දිස්ත්‍රික්ක ඇතුලත් වන පරිදි මධ්‍යම පළාත් සභාව පිහිටවන ලදි. ඒ අනුව මධ්‍යම පළාත් සභාවේ කාර්යයන් 1988 ජූලි 14 වන දින ආරම්භ විය.
